This is important! It is incorrect that all Harriers had a tail fin radar. Certainly The Sea Harriers in 1982 did. They were not common fittings for RAF Harriers. Indeed, even in 2011 Harriers on The Ark Royal did not have tail fin radar. Thus to use tail fin radar as a necessary identification of a Harrier is foolish. Many Hariers had 'clean' tail fins.

So, the US government randomly kills grazing cows, leaves the carcasses rotting in their fields, and deliberately places a financial burden on a Rancher to secretly sample for BSE? Something tells me that would be a high risk and complicated activity begging for a lawsuit -if ever discovered to be true. I suspect the US Gov. would find it safer to just "buy the cows" directly from the Ranchers and tell them a convincing "cover story" as to their real intentions. Not too sure about this explanation....
